韓国の「運動圏」が天安号沈没事件に対する政府発表を批判

韓国の軍艦沈没事件について，韓国の民間団体「運動圏」の記者発表を転載します．「日朝連絡会」というMLに流れたものです．MLへの転載者の前書きは末尾にあります．

【天安号沈没事件の調査結果と発表に対する記者会見文】

李明博政権による天安号沈没事件に対する調査結果を認めることはできない。 軍と李明博政権が２０日、天安号沈没事件に対して「北の武力攻撃による挑発」と規定する真相調査結果を発表した。

われわれは、調査内容、調査過程と方向、調査主体など、あらゆる側面から調査の科学性と客観性、透明性と公正性を認めることはできない。以下の通り、われわれの立場を明らかにする。

第一に、われわれは軍が提示する「証拠」を信用することはできない。
軍は、「一番」という文字が書かれた「魚雷のスクリュー」破片を、事故の起こった海域で回収したことを決定的な証拠として挙げている。軍発表の事実関係に対する客観的な検証問題を除外しても、事故海域で北の魚雷のスクリュー破片が発見されたということが、そのまま北が魚雷で天安号を攻撃したという決定的な証拠にはなりえない。なぜなら、それは北側の海域からいくらでも潮の流れによって漂着しうるからだ。北の訓練用軽魚雷が、南海と西海の潮の流れがぶつかる地点で回収されたということは、その可能性を示している。激しく腐食した破片の状態を見ても、それが今回の事故と関係しているとみるのは難しい。こうした点から、軍内部でも慎重論が提起されたという。

天安号の煙突と切断面、海底で発見されたという火薬痕と金属破片も、事故海域が韓国軍の射撃訓練区域一帯という点から、韓国軍や米軍のものではないということが立証されてこそ、証拠の一つとして提示できる。火薬痕は天安号自体の砲煙の可能性も検証されなければならない。しかし軍は、こうした課程を経ていないという。

こうした軍の調査内容は、厳正で科学的な調査とは距離がある。こうした点からわれわれは、客観性と科学性が担保されない調査内容を認めることはできない。

第二に、われわれは軍の調査過程と方向を信用できない。
軍は、天安号沈没事件の真相を明らかにしてくれる核心的で基本的な資料さえ、まつたく公開しなかった。韓国海軍戦術指揮搭載装置（ＫＮＴＤＳ）のレーダー映像と裂傷感知装備（ＴＯＤ）の映像、事件発生前後の航跡記録と交信記録、天安号の切断面、生存者の陳述書などが、まさにそれだ。こうした基礎的な資料さえ公開しない不透明な調査結果発表を、われわれはまったく信用できない。

また、軍は当初から座礁や披露破損などの他の可能性を事実上遮断したまま、ただ外部からの攻撃を立証することだけに没頭した。また、提起される数多くの疑惑と問題提起に対して、説得力ある答弁も反論もできないでいる。むしろ、問題提起する人らを告発し、口に轡（くつわ）をかませようとした。こうした行為は、公正で客観的な調査に反するものだ。

ところが、軍は「決定的証拠」と主張する魚雷のスクリューの破片が発見される前から、天安沈没の原因を北の攻撃と誘導した。また、魚雷攻撃を受けた場所だと軍が示したガスタービン室は、いまだ引き上げられてもいなかった。ところが、軍は魚雷攻撃の可否を判断しうる核心的な船体部位に対する科学的で慎重な調査を行いもせず、調査結果を急いで発表した。コンピューターのシミュレーションもこれを反映できなかったのはもちろんだ。

こうした点からわれわれは、軍が北の攻撃という結論をあらかじめ下しておいて、それに合わせて調査を行ったと見なさざるをえない。したがってわれわれは、調査過程と方向において客観性と公正性を欠如した軍の調査結果を信用できない。

第三に、われわれは調査対象者が調査を主導した結果を信用できない。
軍は、事件発生の責任者であり、事件の隠蔽・歪曲の責任者だ。甚だしくは船体に対する証拠隠滅疑惑まで提起されているのが実情だ。
軍は調査の対象者だ。調査対象者が調査を主導することは、調査の公正性を決定的に破壊する行為だ。調査対象者は、自身の責任を最小化する方向に調査を進める可能性が高いためだ。

こうした点からわれわれは、被告人が検事となってしまった軍の調査結果をけっして認めることはできない。

われわれは、軍と李明博政権が、国民がまったく信頼できない荒唐無稽な調査結果を発表したのは、各自の利害関係が作用したものと見る。軍は、自身に向けられている国民の憤怒をそらして自身の責任を最小化し、李明博政権は「北風」を利用して選挙に有利な局面をつくろうとする意図から、拙速に発表したと見る。さらに李明博政権は、朝鮮半島の非核化と平和協定締結による「反北守旧勢力」の既得権崩壊の危険を、天安号事件を口実に阻もうとしている。

われわれは、李明博政権が天安号事件を北の攻撃と断定したことによって、朝鮮半島に軍事的緊張が高まることを非常に憂慮する。北はすでに李明博政権の調査結果発表を「でっち上げだ」と規定し、検問団を派遣するという立場を明らかにしながら、「どんな制裁に対しても即時全面戦争を含めたさまざまな強硬措置で対応するだろう」と警告している。

また不十分な調査結果発表で国論が分裂し、国際的に自ら恥をさらしはしないか気がかりだ。
したがって、われわれは軍と李明博政権による今日の調査結果発表を認めることができないという点をはっきりと明らかにする。われわれは、天安号事件の真実を知りたいと願う国民と同じように、ありのままの事実を知りたいと願う。
われわれは、ＫＮＴＤレーダー映像とＴＯＤ映像など核心的な資料を公開し、国政調査を含め国民が信頼することのできる主体による全面的再調査を要求する。

われわれは、真実を願う国民とともに天安号事件の客観的で、科学的な真相究明のために、われわれのすべての努力を尽くすだろう。

韓国軍の哨戒艦「天安」沈没をめぐり、５月２０日、李明博政権と韓国軍は「北の魚雷攻撃」とする調査結果を発表しました。韓国の事実上の中間選挙である統一地方選挙の開始と、ヒラリー・クリントンの日韓中などアジア歴訪に合わせ、またぞろ「北風」世論作りによる緊張激化へ舵がきられました。

北朝鮮側は即座に関与を否定し、強く反論しています。

普天間問題で袋小路に入った鳩山首相も、この問題で「先頭に立つ」などと言っています。「沖縄海兵隊の抑止力としての必要をあらためて学んだ」というこの人が、この新たな朝鮮半島の緊張を内心「歓迎」しているのだとしたら、許しがたいことです。

ＴＶに出演しているコメテンターなども、韓国政府発表に何の疑問も呈さず、寺島実郎にいたっては「ならず者国家にどう対処するか」などとブッシュ張りのコメントを行っています（5/22の読売ＴＶ「ウェークアップ！ぷらす」）。

今こそ、朝鮮半島の停戦＝準戦時状態に終止符を打つ国際的世論の喚起が必要ではないでしょうか。

こうした中で、韓国の運動圏が５月２０日、即座に記者会見を開き、天安号沈没事件に対する韓国政府発表を厳しく批判しています。以下は、その韓国運動圏の連名による記者発表文です。

こんにちわ。「運動圏」は一般名詞です。適当な日本語が思い当たりませんが、あえて言えば「運動業界」「進歩派運動陣営」とでもいう意味です。この署名の最後に、広範な市民団体が名を連ねています。運動業界を網羅するような多くの団体が署名したので、「運動圏が政府を批判」となったのだと思います。

Dear English Reader,

A huge number of South Korean citizens of the Internet have been courageously
exercising their democratic power by expressing their doubts about the current
South Korean regime's version of the Cheonan Incident.

Caveat: Under the current South Korean regime, South Korean citizens can be sued
for defamation by their own government officials, and defamation in
South Korea is a crime (as well as a civil offense) prosecuted by the
government's own centrally-controlled national prosecutors
who selectively choose or choose not whom to prosecute.
For example, recently, S.C. Shin, "a civil[ian] investigator
[appointed]recommended by [the South] Korean National Assembly for [the
investigation of] the sinking of Cheonan" got (criminally) sued for defamation by
a government official for expressing disagreement over the current
South Korean regime's version of the Cheonan Incident.

Those huge number of South Korean netizens' writings are practically all in
Korean, incomprehensible to most English readers in the world; so, I
collected the following list of documents written in English for your sake.
